We have a local prototype that reuses BC’s GOST primitives to support the O‘zMSt 285 Annex C digest, an explicit substitution table API for O‘zMSt 270 and 285, and O‘zMSt 286 signing and verification with the Annex B test curve. All 11 targeted tests passed after compiling the core and provider sources against upstream commit e21e623 with JDK 17. The Annex B signature scalars also verified across Java, C# and an OpenSSL provider.
The proposed scope is test vectors and caller supplied parameters. Production OID assignments and PKI encodings need authoritative references. The supplied signature document carries an older edition label internally, so the tests identify the annex they exercise.
Would you prefer an initial PR limited to the lightweight digest API and test vectors, with provider aliases and other algorithms reviewed separately?
