Bring baseSteam to Minecraft 1.16.5 with the shared basePower creative tab and save upgrades from Steam Advantage. This pins the published basePower release and fixes Eclipse refresh. I checked the release JAR against the one used for machine, restart and endurance tests; the bytes match.
