Summary

Update provider pins to AzureRM 5.12.0, AzAPI 2.13.0, and Time 0.14.2 to align with feat: support azurerm provider v5 terraform-azurerm-modules#177.
Refresh outdated GitHub Actions SHA pins and matching release-version comments while preserving pins that are already current.
Update workflow tool versions to Terraform 1.17.1, Python 3.15, Node LTS 26, and Cosign 3.1.4.
Update pre-commit to 4.7.0, isort to 9.0.2, and Black to 26.10.1.
Preserve existing explicit resource-provider registration, module inputs, and unrelated local changes.

Validation

terraform fmt -check code/infra/terraform.tf passes.
Isolated terraform init -backend=false and terraform validate pass against upstream PR head 74cf8d2cdf8e0b6b31c9ba59dfbb4ff4cab6c02b using the new provider versions.
Workflow YAML, action SHA/release-comment consistency, tool-version references, and pre-commit configuration checks pass.
The pre-commit check-yaml hook and git diff --check pass.
Actionlint reports one pre-existing warning: the reusable container workflow marks environment as required while also defining a default. This setting is unchanged.
Full updated hook installation under Python 3.15 could not be verified locally because package downloads failed with TLS handshake errors.
No Terraform plan or apply was run; deployment state was not modified.

Dependency

Module sources remain on ?ref=main. The upstream module changes in PerfectThymeTech/terraform-azurerm-modules#177 must be available on main before merging this PR so the module provider constraints are compatible with AzureRM v5.
