fix: pin the corrected tha-phonemic-1.0 asset (internal id rereleased) - #417

…o tha-phonemic-1.0 The released zip carried the pre-rename internal id (tha-g2p-lex-1.0, WO88 defect record). Rereleased in place per the owner's call: metadata.yaml id fixed, model members byte-identical, conformance 12/12 byte-exact after the swap, consumer-path download+sha verified. New sha256 + size pinned here.

The rerelease (owner-approved) swapped the zip in place: metadata.yaml id tha-g2p-lex-1.0 -> tha-phonemic-1.0, members byte-identical, conformance 12/12 post-swap. models.yaml pins the new sha256 + size.
