Build the dev images on Debian bookworm (glibc 2.36) instead of trixie (glibc 2.41).
Rust gnu binaries built on trixie bind aws-lc's
sscanf/strtolto__isoc23_*and requireGLIBC_2.38, so they fail to start on bookworm, Ubuntu 22.04 and RHEL 9 hosts. Go 1.26.10, multiarch and the musl link tests from v54 stay.Previous release: #100
