0.1.0 was tagged but never published: its release build failed before reaching PyPI, which #3 fixed. The next release is 0.1.1, and without a fragment its changelog section and GitHub Release notes would be empty while the feature notes sit under the unpublished 0.1.0. This adds a packaging fragment saying 0.1.1 is the first release and carries everything listed under 0.1.0.
