This replaces the step-security forks of third-party actions used by this repo's workflows with Chainguard-maintained mirrors under chainguard-actions. Each action stays pinned to a full commit SHA, with the release tag as the version comment.
Some versions of the step-security forks contact StepSecurity's API at run time to check for a subscription. The mirrors are copies of the upstream actions and make no such call.
