Fix vulnerable filelock and virtualenv in uv.lock - #437

Resolves the advisories against the locked development dependencies: - virtualenv 21.14.5 -> 21.15.5. The pin packaging==26.1 in the docs group was holding it back, as newer releases need packaging>=26.3. Bump it to packaging==26.3. - filelock 4.1.0 removed, leaving only 4.2.9. Every patched release needs Python 3.11+, so the lock kept 4.1.0 for Python 3.10. Only pre-commit pulls it in, so limit pre-commit to Python 3.11+. CI on 3.10 installs just the test and coverage groups, so it is unaffected.
